Passing through any USB device to VM stops C-states leading to high idle power use

Whenever I passthrough any USB device to a VM, C-states stop working and the idle power usage go from 9w to 20w. I experienced it with the BT adapter passthrough in my HAOS VM and RTLSDR v4 with DragonOS VM. Removing these devices from the "hardware" tab restores the power save functionality.

Is this a known issue, and can I fix it somehow? Please let me know if I can provide more info.
 
Not sure if that has anything to do with it. I have Zigbee2MQTT running and it uses 10 watts. I also use USB passthrough. I have tried it with LXC, VM, Docker, as an add-on in HA and with different Zigbee USB sticks (Conbee 2 and Sonoff_Zigbee_3.0_USB_Dongle_Plus). Always about 10 watts for nothing. There is no activity, no Zigbee devices, just idle. My old Pi 4 uses no more than 4 watts for HA and multiple add-ons and dozens of devices.

Please, can anyone confirm this or give me a tip on what to do.
