P-States Raptor Lake i5-13400

Hello,
I recently bought new Devices to save power consumption and cannot enable deeper P-States than C3. Powertop shows mit C3_ACPI State as max.

C2_ACPI     3.2%   
C3_ACPI    96.1%   
RC6pp       0.0%

My System Specs:
  • Asrock H610M-HDV M2, Bios 12.01
  • i5-13400 (B0)
  • Samsung nvme SSD
  • Intel SATA SSD
  • Kernel 6.2.9-1-pve
  • scaling_driver: intel_pstate ($ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_driver)
  • Bios enabled C-States
I'm so lost about how to enable the deeper C-States. I habe read some days through different forums for the Issue, but nothing seems to help. My idle Power consumption is like 60 - 70 Watt.

I have similar system specs (same cpu and different motherboard). Until a couple weeks ago it was running Debian and the idle power consumption was 30 Watts. On my motherboard I had the option to enable intel c-states under "Advanced CPU Configuration". I am having some issues to install Proxmox on this machine, but after I finish the installation, I will check the power consumption with Proxmox and will let you know.

i5-13400
32GB DDR5
Samsung nvme SSD
Samsung Sata SSD
