One node in cluster is showing up with question mark

That seemed to work out, and the hosts are back

One issue it seems one of the VMs that was moving when this all triggered caused a disk to get stuck between local storage and the SAN
its running on the SAN one but i cant remove the local one or migrate the machine because of it.

Try running qm rescan --vmid 14023, then the local disk should show up as a unused disk in the Hardware pane, and can be deleted from there.

VM 14023 add unreferenced volume 'local-lvm:vm-14023-disk-0' as 'unused0' to config
that did the trick thanks!
