Old Radeon R5 iGPU passthrough to Ubuntu 22.04 server - driver not working

Gen 10 HP Microserver with an AMD Opteron x3421 CPU with integrated AMD Radeon R5 iGPU.
Ubuntu 22.04 server, VM machine with i440fx, PCI passthrough of the AMD GPU. Blacklisted amdgpu from host.
Installed amdgpu driver on VM with amdgpu-install (usecase=graphics).

Passthrough of the iGPU seems to work, but the driver is not used, no matter what I do.
How to solve this?
