Number of Virtual Linux VMs with GUI (virtual desktop) per core ?

we do run a couple of servers also with these virtual desktop hosts (ubuntu 18.04) but with a lot of performance issues mentioned from the users.
It looks like the number of context switches is the key here, cos the host CPU load is low (40%), the memory is not overloaded, and the steal time inside the hosts is even low (top -> ST 0,1) or zero.

So the questions is if someone has more experiences with virtual desktop virtualization and a working overbooking factor.

There is no VM per core rule.
Because it also depends on the activity of the vCPU and consumption CPU load pattern.
I only know from my experience the limit of idle to 100% is not wide.
So if you see load rising without internal VM load, you very close to the end.
