NoVCN does not work in Proxmox VE 6.3-3

Do you have a firewall between you and your proxmox server?
Novnc needs a specific port:
https://pve.proxmox.com/wiki/Ports
Also check that both systems are in time sync

Yes, you need to add it to proxmox itself.
You have done the foundation work.
Now you need to add this as a storage to PVE.

In this case you need to add it as storage type "directory" and provide the path which you have used in your fstab.
