Nothing accessible, cannot remove VMs after PCI pass through of nics

As title says, I passed through both my NICs to a VM. After this no VM is able to start, I'm not able to reach the machine via ssh and the webgui isn't reachable either.

I'm logged in directly via console.

I'm unable to destroy the VM that is problematic because I'm getting a permission denied for the config everytime I run qm destroy vmid

I've added a new Nic that isn't passed through but I still can't get anything up or reachable.

I was doing a migration as well from PvE to PvE when shit hit the fan.

I'm not sure what to do.
