No write acces to /etc/pve/

We have 3 nodes
vwsrv1 proxmox version 3.0
vwsrv2 proxmox version 3.3.5
vwsrv3 proxmox version 3.3.5

All nodes are in separate physical locations.
conf files are named
xyy.conf x=1..3 y=100-999
So 101.conf and 301.conf 201.conf are the same VMs on different nodes. Only one is running, the others are backups.
I bought community support for all 3 nodes.
Now I want to upgrade vwsrv1 to 3.3.5
On node vwsrv1 only one VM (101.conf) is running.
The way I did it before was
copy vwsrv1 101.conf to vwsrv3 301.conf and /var/lib/vz/images/101/* to /var/lib/vz/images/301
and all was fine.
Now I get a "permission denied" and even cannot create a new VM due to no quorum ...

So how can I move a running VM from vwsrv1 to vwsrv3 and then upgrade vwsrv1 to 3.3.5
