no way to configure my server from the internet

Hi, I start with the assumption that I'm really new here. I was trying the procedure on my laptop Dell xps15 9560, when I arrived to the screen "welcome to [...] Please use your web browser to configure this server - connect to: server name" I got stuck because I can't access to any browser, and if I try to tipe the name of the server on the browser of another laptop I get the error: ERR_CONNECTION_TIMED_OUT.
As Hostname I put some random name as: gli.test
The Dell it's my personal pc, there is any way to go over this?
If i turn down the computer I return to the same point, like there's notting more than this.

Type in the exact same address as displayed into a browser on another computer connected to the same network as your Proxmox host. Make sure not to forget about the "https://" part.

mhhh I think there is something that I missed before all of this, I've never changed my local IP status, it's a private network not public.
Maybe it's this...
However, if this is not the problem, how can I connect to the same network as my Proxmox host?
Sorry I have a lot to learn...
