No subscription licensing

Just a dumb question but is there any reduced functionality with the no subscription licensing vs enterprise? Very small shop and not sure we would ever have > 80% basic or higher licensing with our 2 nodes. Just a small non profit shop and wish they had some smaller scale support models for very SMB shops like VMware had with essentials which I know no longer exists with Broadcom but wish they had some other options for the small guys that would like access to enterprise but at a lower price. Non-profit pricing for essentials (no vmotion etc and not running proxmox clusters now) was lower than the community cost which I am willing to do but still would not get access to enterprise for PDM.

Again, just a dumb question is there any loss of functionality when using PDM with the no subscription repo?

The no-sub repo gets updates faster than the enterprise repo. The product functionality is the same. You might consider no-sub as beta, or a first rollout stage.

With 2 nodes you'd need to license PVE for both to get PDM licensed.
