No Reboot/No Shutdown

I'm running 7.2-3 on an HP 6200/6300. I've added it to my Windows domain which I setup about a month ago. Now my restart/shutdown options are grayed out (see attached). The only option is to hard shutdown. Can anyone help with this issue?

What user is logged into Proxmox. Does this user have the right permissions (on that VM) to shutdown and start it?
