NO HARD DISK FOUND

this confirms that system does not see any disks except the ISO which is mounted as /cdrom

You can try a few things:
- Try standard Debian and/or Ubuntu ISO available from their website. Check if the disks appear
- Reset your BIOS
- Make sure you upgraded everything related to BIOS and Firmware

Ok well I tried the standard debian so I guess next up would be resetting bios, how do I do that?

I think nobody can tell this without knowing your bios. Every bios is different.... Normally you should see a setting to go to standard setting.
Ok I reset it and got switched the setting around back to UEFI and the boot order to the USB and it still shows no hard disk found

Try booting the host from a more comprehensive Linux live CD, such as SystemRescueCD, where there will be more drivers available. Then, execute the 'lsblk' command there.
If you can see those drives in the BIOS, it might be that your Linux distribution used for booting doesn't recognize them
Not sure what all that means. so far I tried resetting the BIOS and also updated it to the newest version and it still shows nothing, also tried Debian and it didn't recognize the drives either

Ok updated and reset the BIOS still shows no hard disk found
sorry but maybe i don't understand where your hdd's are connected? If on the perc Controller you have to define the discs as RAID 0 Volume just with one drive.

Since you already excluded PVE as the cause of your disks not showing up during basic Linux installation, we can conclude that your issue is not related to "Proxmox VE: Installation and configuration".

There could be other better equipped communities that can assist you, ie:
