No eth0 device after installing clean PVE 2.1

I've tried to install PVE 2.1 on two different notebooks but both have same problem. No eth0 device. Looks like I have some problem with /etc/udev/rules.d/70-persistent-net.rules, I don't have this file.
if I'm trying to "ifconfig eth0 up" I'm getting "No such device", but lspci shows both (eth and wlan) network cards.
