NIC failure in HA-Cluster

Hey guys,
I'm currently using a four node HA-Cluster with Ceph as shared storage.
The failure of a node is handled by the HA mechanism, but can Proxmox also
manage to move a VM automatically if the connected NIC to the VM is down??

No - HA checks the availability of a node as a whole only. What you can do is to check the related NIC's status periodically by a script and migrate the VM in case of the NIC is down. That would be independent from HA.
