Newbie build for proxmox with VT-d and acs to get gpu passthrough advice/Help?

Following on from a previous thread i think i need help. Im going to start from scratch as my previous build doesnt support pci gpu passthrough.
So whats the most budget friendly system/parts i need to run a proxmox server with vm and passthrough? You can quote full systems to buy or parts to pick.
 
I personally like second hand servers. Gives best bang for the buck (seen complete working servers on ebay with 16 cores/32 threads and 128GB RAM for 400-500€) and you get all enterprise grade hardware that is very reliable, gets very long security fixes and was designed with virtualisation and stuff like PCI passthrough in mind. Its just a bit harder if you want to find a server thats actually livingroom friendly and doesn't sound like a vacuum cleaner.
 
Not all servers are loud. I bought a 300€ supermicro tower server (8 core, 32GB RAM) that came as a midi tower with 120mm + 80mm case fans, PSU with 120mm fan and a towercooler with a 92mm fan. That server is more quiet than my gaming pc with its loud GPU.
