newb question: console-setup/TTY changed but not taking effect

Hi, new proxmox user here, and debian really.
I wanted to change the number of my tty (ALT F),
I edit the file: /etc/default/console-setup
I changed the value:
ACTIVE_CONSOLES
to
ACTIVE_CONSOLES="/dev/tty[1-3]"
as I only need 3.

upon reboot, that file did not take effect, after researching, I tried various commands, and systemctl the console service, etc, but still , all my 6 ttys are loaded.
What am I missing here? shouldn't this file be read once restarting proxmox?

have you run setupcon in the tty afterwards?

Thank you for replying. I thought I did. but did not see changes. after rebooting a few times, it then changed and only shows my 3 TTys. Unsure what did it. maybe setupcon? I'll play with it more later.
