New install with multiple NIC. Question on how to set up networking on Proxmox

Just install my first Proxmox box. The server has two nic. Each nic plug into a VLAN switch port that serves a separate VLAN. During install, the installer creates a VMBR0 for the management IP. Now I cannot create another VMBR to the 192.168.100.x network. It said the GW already exists. Below is a drawing of the basic network setup:

QUESTIONs:
1, Do I need to manually enable eno2 (it is plugged in with a link light on the switch)? Do I need to apply an IP to eno2?
2, Do I need to add a static route on the host?
3, Why when I try to create another VMBR, with the 192,168.100.x/24 and with GW 192.168.100.1. The system error out and told me the GW already exists?

Sorry for quite a bit of info, I read the WIKI, documentation and search the forum and found nothing related to my case. Never need to deal with this when I was using VMWare so I am a bit lost here.
