Couldn't find any details about this specific setup but I am still shopping...
Dell R630 with H730 PCI:

Option 1: Install NVME drive and use it for Proxmox. 4+ drives installed with RAID for VMs
Option 2: Install Proxmox on the installed RAID drives.

With either option, how do I setup the raid controller so that Proxmox sees the drives? Looking for some good advice. These will be dev VMs and nothing critical at all

The R630 can't really do NVMe natively. Only the 10 bay chassis with special controllers and cables can do this and only on 4 bays.

You should use two independent disks for Proxmox and dedicated ones for the datastore.
