Networking no-carrier state down on eth0 and eth1, but only with Proxmox

I am installing Proxmox 6.3 on an HP Synergy Blade chassis. It has 40Gb qlogic networking modules. When I install Proxmox 6.2 or 6.3, I notice that 2 of my NICs that I've allocated to management never acknowledge their link. I've tried Ubuntu 20.04, CentOS 8.x, VMware 7.0 and stock Debian 10.6 (w/ 4.19 kernel) and they all work as expected. The link is listed as UP.

With Proxmox it doesn't matter if I define them simply as individual eth ports or make them part of a vmbr0. I can't get them to recognize their link. The other 4 NICs associated with the blade come up with the link UP.

At this point I'm puzzled. Proxmox is the only distro behaving this way.
