Networking in new VM

Hi guys im sure im missing something stupid here but have been searching the forum for two days and can't find what it is.

I have recently bought a dedicated server with a 1gbps connection the internet the server is a Dell poweredge 410. It has a clean install of Proxmox 3.3-1

If i start a speed test from the proxmox host i get 105MB a sec if I create a container I get the same speed. If i create a VM with any amount of cores from 1-32 any memory from 2GB-90GB every type of Network adapter including VirtIO and both IDE and VirtIO storage the speed i get from a speed test from that VM is about 20MB I have tested this with Windows VMs and Linux VMs with the same results.

As this is a clean install and I haven't changed anything am i missing something stupid?
