Hello, I just bought a new HP ml30 server that has dual network ports. I will be installing Proxmox, but the place that I will have the server in only has a single network cable and I need to connect another machine. Am I able to bridge the two ports to pass through data? If it is possible, how can it be done? If not, is there another way other than having to buy a switch?

I'm sure that will somehow work if you invest some time (maybe adding both NICs to one bridge will work). But not sure if it is worth it, when you get a 5 port Gbit switch, for example the TP-Link TL-SG1005D, for as low as 9€ where you won't have any troubles with bad network configurations.
