Network doesn't come up after disconnect.

Hi,

had to reboot the external switch after a sw upgrade.
network didnt come back.
connected a laptop directly to pve's ethernet tcpdump didnt show any packets from pve.
hooked up console, and had to manually type a "ifconfig eno1 up"
dmesg doesnt give me a hint.
