NEED to Create a user without deletion privileges /need to edit vm.snapshot role.just want to allow take snapshot feature and revoke remove snapshot.

i just need a user without any deletion privileges ..can anyone please help me out in this.
i want user who create snapshot of vm rollback snapshot. but cant remove any thing.
and also start and stop the vm.
