Need more detail about Proxmox Disk Throttle

I need more detail about Disk Throttle:
1. When we change Disk Throttle value, then do we need to restart the VM?
2. When I set Disk Throttle both values for R/W Limit in MB and IOPS, why the DISK IO Graph only show IOPS? Does this mean IOPS setting replace (superior than) MB?

no, it's dynamic, no need to restart.

The disk io graph never show iops, only bandwith (KB,MB,..).
