My two NIC's keep dropping to 100mbps

I have two NICs, one Intel I226 (2.5gbe pci-e) and another Intel I211 (1gbe on-board). Both keep dropping to 100mbps. Using two different types of CAT6 cables connected to a GoodTop 6 Port 2.5Gb Web Managed Switch, tried connecting straight to the ISP ZTE router and the behaviour is the same. I have TPLink access point and the ISP router, both connected to the same switch, and they have no issues maintaining 2.5gbe.

It looks like some power saving features, because when I stress the nics after a couple of seconds of 100%, they jump to 1000 and if there is no load, they go back to 100. The 2500 doesn't seem to go to 2500 unless I force it manually.

I've tried the below, not sure what else to try, would really appreciate some guidance.

Loaded bios defaults/disabled power saving features, thinking one could be the culprit.

Looked in to the web gui of the switch for any power saving options to disable but found nothing.

Tried ethtool -s enp4s0 speed 2500 duplex full autoneg on/off
ethtool --set-eee enp4s0 eee off
