ok so I am using a DELL optiplex 3060 with Intel Core i5-8500 (8thGen,6 Cores) 8 GB RAM Intel HD 630 Graphics
my local network is 192.168.29.1 / 24
but after install, I cant ping to or from it
Config looks fine in case 192.168.29.109 isn't part of your routers DHCP server IP range.
Maybe you are using one of those realtek NICs that are problematic with PVE8?
What is lspci, ip a from the PVE hosts console returning?

That RTL8168 NIC is known to cause problems since PVE8.0. You might want to search the forum for "r8168".
Make sure to use the latest PVE 8.2 ISO or try the 7.4 ISO.
There is a r8168-dkms package you will have to compile yourself but this is very annoying as PVE kernel upgrade will usually break it.
