Multiple VM - 2nd VM stuttering issue

Helllo all, I currently have a issue with running anymore then one vm. If I start up a second vm it stutters and is very slow while the first vm is fine.

I did testing to see if it was that exact vm issue but no, it does it no matter, it just has to be anymore then one vm online for the 2nd one to stutter.

Computer Specs

AMD 16 core 3950x
64G of Ram 3200mhz
3060 Graphics Card
2060 Graphics Card
250G SSD - Proxmox installed on
2TB Nvme Drive - All VM's are installed on

VM Setup

Both VM's are running Windows 10 - One VM has the 3060 GPU Passed while the other has the 2060 GPU Passed. (I have tested disabling GPU and just using Standard, still does it) They both are running 16G each and the CPU is split 8 / 8.

What kind (make, model) is it?

How does the slowness show? Whenever you want to access anything on disk or during normal operation? How do you access the VMs?
