Hi there
I had created a directory based storage and after reboot PVE, I noted that /mnt/pve/VMS is not mounted. (VM is the storage name)
So I check /etc/systemd/system/mnt-pve-VMS.mount and the size is 0 (zero). As a consequency, the storage was marked with exclamation mark.
Then, I mounted manualy the directory /mnt/pve/VMS and the storage was broght online.
As a double check, I tried to destroied the storage but when intend to do that get message bellow:

Thanks for any help.

UPDATE
I tried to created it again, with same name and disk, but with a wipefs.
I was able to add and remove it later.
It seems to me that pve lost the device, named as /dev/by-uuid/whatever... Then after create a new one pve attached the new uuid to the storage name and I was able to remove it later.
So weird.
