Just wondering if there were any thoughts about a net install for remote IPMI installs? https://www.debian.org/CD/netinst/

I guess installing Debian via net install and then proxmox-ve via apt would be the same.

Correct, it does not make any difference. If there are any required base packages missing - they will be pulled in by PVE install
