Minimal storage required ?

What is the minimal storage size needed for the pve root filesystem for production use ?

I'm planning on giving pve 15GB for the root filesystem.

However I don't know exactly what else proxmox will use it for (rrd graphs, logs etc.)

A fresh Install with Ceph seems to take about 3.5GB.

ISO Images, Virtual Drives etc. will all be on another Partition.

I don't see a number in the System Requirements or the Proxmox VE Administration Guide, but I recall that the installer requires at least 8 GiB.

I atleast would choose 16GiB for the root filesystem. Better 32GiB if you got the storage.
