We have a proxmox v5 cluster up und running for years. Because of the upgrade complexity we plan the upgrade (i.e. new installation) for the next cluster (maybe next year!?).

In the meantime we test alternatives for our backup environment to meet "modern" expectations. We also evaluated the proxmox backup server on a smaller site und this is our favorite backup solution since veeam doesn't support pve at hypervisor level.

I know that pbs is integrated in pve (webinterface) since version 6.4 - but:

Can i install and use the proxmox backup client (command line) on a pve v 5? I've found nothing about this...

No, we don't provide any packages for debian stretch (which pve 5 is based on) and even if we did, the pve integration came much later (with pve 6.3).
Since both PVE 5 and Debian stretch are EOL (and don't get any security updates) this won't happen, and i'd recommend upgrading as soon as possible!
