if you don't want less than 60 per hour, you can just divide whatever you want by x*60, where x is the number of hours.

60 per hour means 1 per minute. What if I need to send 3 or 4 in one minute? What I'm asking is, if it's possible to send, for example, maximum 500 messages in 6 hours, regardless if i send 500 in the first minute or if I send 500 in the period of 6 hours.

No, what you described is currently not possible, you can file a feature request explaining your use case at https://bugzilla.proxmox.com.

The maximal number of message delivery requests that any client is allowed to make to this service per minute. To disable this feature, specify a limit of 0.
