Mail-Filter stop to work after upgrade to 9.x

Hi everybody,
I upgradeed our PMG from 8.x to 9.x two weeks ago. Everythings works properly except blacklist. The list has more than hundred records of domains and regex and at version 8.x worked properly. After upgrades do not work at all. I tried modify rule parameters, remove the rule and create new one, nothing helped.
So I would like to ask for some advice, how can I diagnose why rule is not use or when is used why do not filter.
PMG is at latest version.

hm - haven't heard about single rules breaking upon upgrade - a few pointers:
* what's the output of `pmg8to9`?
* make sure that you did not accidentally select "All match" in one of the objects in your rule
* please post the part of `pmgdb dump` output that shows part of the problematic url (anonymize domains if you want)
* please post the logs of a mail that now passes, and was blocked before
