LXC CPU usage

I am migrating my olds Proxmox 3.4 to new 4.4 servers.
Same hardware, same VMs, the node's cpu load is noticeable higher in 4.4 than in 3.4 (1.5-3.x in 4.4 Vs 0.3-1.1 in 3.4).
And was worst before restoring the VMs as chroot (--rootfs local:0)
If I try to monitor the cpu usage into an LXC container I get the host cpu usage
Is there a way to isolate cpu usage and monitor it accurately?
