Low cpu usage with high fan speed

Hi, i'm new to proxmox and it's been only a day since i installed it.

When only proxmox is running the system is cool and the fan is off but when i turn on windows machine vm the fan turn on to a high speed, from the picture it doesn't seems to be the cpu


The system is a dell laptop with ryzen 7 5700u cpu [16 core and 16gb ram], i already replace the thermal paste.
Windows 10 [4 host core and 4gb ram] is installed following the wiki (https://pve.proxmox.com/wiki/Windows_10_guest_best_practices) and contains an android emulator which runs with low 2 core and 1gb ram and low graphics settings.
The windows cpu usage remain in 50-70%.

First solution to solve the fan and sensors temperature problem is to change the power adapter:
this laptop has usbc pd, first adapter was a 65w with 20v support, the new adapter is 25w samsung usb c.
With this adapter the pc reduce the clock of the cpu and also the power consumption.
