LIMIT Network Bandwidth Usage

is there anyway to limit the network speed for each VM? (OpenVZ , KVM)

is there any way to monitor bandwidth usage for each VM?

how should i do that for linux - windows vpses (kvm, openvz)
is there any other way?

when setting up an kvm vps we select the network cart. is it possible to add a new network cart or virtually limit that network cart driver? (for example 1 mbps instead of 100 mbps)
