Proxmox VE does not support pci-passthrough yet so the answer is currently no.

Well, it is possible inside a (OpenVZ) container, but that does require some linux knowledge.

I think that's a hylafax problem.

I've resolved it installing the hylafax server itself on the proxmox VE and
enabled the sendfax in the VM calling the 4459 port on the PROXMOXVE

it's now, the only affordable solution, until were possible to add a passthrough
from kvm itself upgrading the kernel to the latest releases.
