I can't get KSM to work on a fresh installation of Proxmox 5.1. I've seen it working on older versions (other installations) so I wonder what actually went wrong.
It's installed on a minimal Debian installation, that said, it was not the ISO installer.
There is at least 4 VMs (KVM) running the exact same Debian kernel, therefore KSM should be able to deduplicate the pages.
