keyboard stops responding

during a windows 11 VM install on Proxmox VE 9.2 the keyboard stops responding and the keyboard option on NO VNC does not work either. I have the virtio iso mounted as a secondary CD/DVD but there is not the option to attempt to search for additional drivers. I also tried adding a USB device in the Hardware option.
 
It should be possible to install specific drivers in the windows installer, was that not the case?
I did think that it may need to load drivers but I do not get the opportunity to load the drivers unless I am missing the option. The keyboard stop responding when I get to the point when I need to enter Shift+F10 so that I can bypass the network detection that Windows 11 requires in order to sign in to an O365 account for activation. since the network drivers have not been installed yet that process will not work and can not load the network drivers until after the OS has finished installing. I am not certain if I am missing the option to load the drivers from the virtio.iso in advance.
 
I was able to access the keyboard by enabling the Windows 11 on screen keyboard by enabling it in the window accessibility settings. now I am able to access a keyboard and should be able to get the drivers loaded
