Issues on Windows server guest disk speed

winsat Disk Random 16.0 Read test seems is a 16k and idk how many iodepth/queue and thread/job and size are used.
I've tried with 4G + iodepth/queue=16 + thread/job=1 :
fio --filename=c\:fio --time_based --group_reporting --name=n --size=4096M --rw=randread --bs=16k --iodepth=16 --numjobs=1
( c\:fio is correct for filename for fio under Windows )
give similar results.

Microsoft DiskSpd (used by CDM CrystalDisMark)
diskspd.exe -w0 -b16K -r -F1 -o16 -Sh -c4G -d20 -P2000 c:\testfile.dat & del c:\testfile.dat
a little better on D: (other partition)

only winsat show great difference numbers.

edit: tried with Passmark PerformanceTest subtest Disk is similar
