Issue with HA Group

I have created a HA group consisting of 3 nodes each with equal priority
According to documentation
List of cluster node members, where a priority can be given to each node. A resource bound to a group will run on the available nodes with the highest priority. If there are more nodes in the highest priority class, the services will get distributed to those nodes. The priorities have a relative meaning only.

I am expecting VM to get distributed equally on all nodes. But it is running on first server only

Currently, they are no balancing/distribution.

only the highest priority force the migration of the vm, but equal priority don't force nothing. (you can move manually vm in nodes with same priority, and they will not be auto move).

But HA itself is pretty dumb currently, try the first node by priority (and I think by nodeid), then if vm can't start (no enough cpu/ram/..), try to start the vm on the next node.

I have begin to code on my side some balancing, but I didn't have time to finish it.
