Issue mount_autodev: 1028 Bad message - Failed to create "/dev" directory

I try starting up the Container but show below:
mount_autodev: 1028 Bad message - Failed to create "/dev" directory
lxc_setup: 3898 Failed to mount "/dev"
do_start: 1273 Failed to setup container "102"
sync_wait: 34 An error occurred in another process (expected sequence number 3)
__lxc_start: 2114 Failed to spawn container "102"
TASK ERROR: startup for container '102' failed

I try solution:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash systemd.unified_cgroup_hierarchy=0"


but not working, anyone have solution
