Resolved, was misconfiguration of the DNS and subnet mask
Simple case of overthinking the issue thinking it might of been sysctl.d conf or a module
The moment I seen that mac address was showing a reachable with ip neighbour I checked the subnet mask and sure enough it was the config I was using for /28, not the one I was supposed to have.
Now back to learning
