* Is it possible to setup iSCSI target in Promox 7.x?

* If not then is it possible to split / partition a 2TB SSD in half where one half would hold a file based iSCSI target and other 1TB could be used as one of Proxmox storage for VM.

its possible. PVE is based on Debian distribution, so any guide for Debian will also be applicable to PVE in general.
Its not a tested/supported configuration, while I dont see what negative interference between components there might be, its possible there will be some.

Its possible. Again, its not something that is endorsed by PVE developers, so you will need to find general Linux/Debian guides on how to execute the steps you want. You may need to follow more than one, as its unlikely there is a single blog out there that covers everything.
