is it possible to install a vpn service on a container or kvm? and share a different IP from one IP block for each user connected. is it possible?
 
Of course. Containers might face some slight configuration hurdles depending on your setup, since they share the network stack with the host, but for VMs there's absolutely no problem - they pretty much behave like any other physical server plugged into the network via a switch.
 
ok thx @Stefan_R we are still exploring the possibilities of proxmox. my next step most probably is to look for a `how to` guide to configure a VM
 
Use a VM and a proper security software appliance for what you plan to do. I can recommend pfSense, but there are lots of other options out there...
