Is 100% disk usage in windows task manager normal?

So I'm running a 2016 windows server VM and the disk usage is always on 100% in task manager. Even when there is only 5 things in there using 0.1MB/s each.

I don't know how this is supposed to show up, since our VMs use a shared SSD RAID array. All of the limits for usage in proxmox for the disk are set to unlimited as well.

The VM seems to hang occasionally for about a minute when using VS, I'm just trying to figure out if the 100% disk usage is cause for concern or if it is just expected to show up that way when using shared disks.

Hi,

What disk bus are the VM disks using, Virtio-SCSI? And did you installed the newest VirtiIO drivers in the VM?
Also, can you please post some more details of the underlying storage setup? Is the RAID a HW RAID or ZFS?
