But focus on my problem

I have a bunch of network interfaces on my servers between 1-12.
One interface eg.: eth0 is set as wan interface for a vm like pfsense and the others are native or vlan aware interfaces.
On some systems (not all) the interfaces switching after reboots.
For example when my pfsense has the interface vmbr0 with mac address FF:::::26 and all other interfaces FF::::27, FF::::28 and so on.
After a reboot the vmbr0 changed to another interface mac, which leads into network errors like the firewall can't access the internet and so on.
i tryed setting static name mapping to mac, i tryed grub changes but nothing helps. Only solution is rebooting long enough so that the correct interface is chosen.
Is there any one else having this issue or anyone who can imagine what cause this behaviour?
