yes, it is, you should be able to install PBS on your NUC the same way you would on any other pc/server. For setting up the remote sync take a look at [1].

Thanks. Since I haven't bought it yet, do you have any suggests about other similar hardware that I should buy better than that to do this job? I mean, is there any other better hardware suit to keep just a local copy?
 
What you suggested seems fine, just be aware that verifications(if you plan to run them) are CPU heavy so they would take a while. Furthermore restores will be faster with a faster CPU.
 
I have around 20GB's backups for 1 day. How much space will I need to store 7 days, 4 weeks, 6 months, and 4 years of backups? Will an SSD of 250GB be enough using incremental backups?
 
That depends on your VMs and how much of their data changes between backups, however after a few backups PBS should show an estimate in the dashboard of how long it'll take before your storage is full. But 250GB are very likely enough.
