[SOLVED] Installing issues with windows guest tools

I am trying proxmox with a windows 2019 server, and am not able to install the guest tools or drivers. The installer starts, I click I agree and next and it starts, but then starts to roll back

Host Hardware:
Dell T440
12 Cores
32 GB Ram
480 GB SSD in Raid 1

Guest
Server 2019 [Build 17763]
20GB Ram
240 GB boot drive

EventViewer:
1. Beginning a Windows Installer transaction: D:\virtio-win-gt-x64.msi. Client Process Id: 1096.
2. Product: Virtio-win-driver-installer -- Installation failed.

the 217 ISO got an issue.
