Installation Fails "Decoding failed - System halted"

I'm trying to install Proxmox VE 6.3.1. I always get "Decoding failed - System halted" after initrd runs as part of the initial install. I've tried 5.4.1 with similar results.

I'm able to install Ubuntu Server 20.04 just fine on this system. I have multiple Dell Precision T3600s I'm installing to. They are all identical and Ubuntu installs fine. Proxmox gets the above error.

Any suggestions?

Processor: Xeon E-1650 v2
RAM: 16gb ECC (ran memtest, all passes)

Have you tried to install Proxmox VE on Debian buster [0]?

Buster seems to also hang when trying to install.
